# What is Ipê City This is a work-in-progress documentation about our community. > *It’s easy to burn it all down. It’s exciting to do. You get the sense of transgression. You’re transcending this human body, we are doing brain-machine interface. We’re doing limb regeneration. We’re doing CRISPR, and we’re taking away all the limits, thus infinite frontier, immutable money, eternal life." Balaji S.* We are a community of techno-optimists focused on building and supporting network societies. We believe in the power of technological innovation and human ingenuity as the main drivers of progress and fairness. Our vision is that nation-states are failing us and can't be reformed. Not because of the lack of good ideas or competent politicians, but because of the very nature of the institution, which runs on a 250-year-old operating system and is not suited to the challenges and new assumptions of the digital age. In light of this, we need startup societies and governance competition to rethink and innovate our institutions for the 21st century. Ipê City is our initiative to advance that vision. We are building a community of techno-optimistic innovators, entrepreneurs, crypto engineers, and network state enthusiasts to help build a network society. Ipê City was born out of a deep frustration with the stagnation and even deterioration of Western governance and culture. Governments and state institutions are rapidly declining, marked by a lack of basic service quality, increasing bureaucracy, escalating human rights violations, infringements on individual freedoms, infrastructure deterioration, a failing basic education system, inflation, and many other issues. And why have these problems persisted for so long and are now even worsening? Because the vast majority of public management and societal governance is carried out through monopolistic state institutions. And although these institutions played a significant role in past centuries, they are entirely obsolete structures for the digital age. The premises on which the nation-state was originally conceived, such as: ❌ high communication costs, ❌ high barriers to mobility and switching costs, ❌ strong citizen ties to geography, and ❌ information scarcity, are no longer realities. We live in a ✅ real-time connected world ✅ primarily digital economy ✅ with remote work becoming the norm, ✅ cultures are being shaped and influenced through the internet, ✅ social networks and financial systems transcend jurisdictions, and ✅ various other profound transformations that are incompatible with nation-states. Therefore, just as analog companies were replaced by tech startups; mainstream media was replaced by social networks; fiat currencies were replaced by digital money, and then cryptocurrencies; we can also expect **governance systems to be replaced by their digital-native counterparts**. Hence, Network States and Startup Societies as the main key components of this revolution. Why? Because State institutions are monopolies and, as evidence suggests, cannot be reformed. Therefore, the only alternative is to emulate that of the **tech startup** world. Start small in a clean slate, innovate in some of the governance layers, and then scale up. Essentially, the startup disrupted and improved entire legacy industries in just a few decades. However, this time, startups will not transform an economic sector; instead, they will evolve the political, governance, and civic stack industry. # Our Goals Our goal is to build a network society with crypto governance, and citizens highly aligned around the idea of human progress through technology and freedom. To achieve this, we need to build three layers: the social layer (culture/values/politics), the technological layer (governance/infrastructure), and the economic layer. **Social Layer:** The social layer will be established by continuously recruiting and selecting new members who align with our goals, as well as cultivating a cohesive, trustworthy, and productive community. This layer is the most important, and we will initially invest the majority of our energy here. To achieve this, we have a long and still incomplete roadmap. However, all upcoming phases will be somehow connected to these four approaches: Talk, Meet, Work, and Live. * **Talk:** Creating content and online discussion environments for learning about digital society, decentralized governance, cryptocurrencies, AI, biotech, and other emerging technologies. * **Meet:** Establishing in-person settings such as meetups, summits, conferences, popup villages, hackathons, and other gatherings. The goal is to facilitate deeper exchanges and the development of trust and bonds among members. Essentially, it is the creation of a decentralized network of ongoing in-person gatherings worldwide. * **Work (5+ years):** Enabling online and in-person environments for developing medium-to-long-term open-source and onchain projects that propel the community toward our ultimate goal. To achieve this, we will establish a network of coworking spaces (online and physical), and innovative areas exclusively for members to collaborate and work on aligned projects. * **Live (10+ years):** If the community is successful, we can expand it by crowdfunding territories where members can settle and colive using the Ipê City passport. In other words, a network of villages, condominiums, cottages, and small towns worldwide where members can move, stay, and own property. **Tech Layer:** As we build and foster the community, we will channel our internal energy toward developing and fostering the creation of aligned projects and startups. This could encompass a wide range of areas, including governance platforms (e.g., AI allocating budgets for public goods), identity (e.g., on-chain ID with zero-knowledge proof), education (e.g., AI tutors for children), laws (e.g., smart contract marketplaces), as well as physical infrastructure/architecture, and even media, entertainment, and philanthropy companies. In essence, we’ll develop and foster an ecosystem of solutions that support digital-native societies. **Economic Layer:** To ensure the sustainability of this startup society, a business model is needed. Although still in its early stages, we have already determined the direction. Approved members from the recruitment process will pay **an annual fee** to access our network. Additionally, aligned brands can support the community through **sponsorships** and have their brands featured in our events and content. The revenue will be used to support the core team, leaders, and projects through **bounties**. Moreover, we plan to launch a crypto token $IPE to capture the value created by the community including access, content, brand, land, tools, and other tangible or intangible assets. Initially, citizens will receive tokens for subscribing and collaborating, and they will play an internal social reputation role in the community. Although there may be initial friction, our goal is not to attract individuals with short-term mindsets to the project. # Becoming a Member We are in the early stages and seeking the first 100 founding members of this community. We recognize that these initial members will help shape the culture as we continue to grow. Therefore, we are searching for truly talented, optimistic, and innovative individuals who align with our vision and genuinely care about the problem we aim to solve. **There are 4 main reasons to become a member:** 1. You are deeply dissatisfied with the political and cultural status quo, have no strong political affiliations, and want to be part of building a prosperous society that is better suited to the digital age. 2. You want to connect with international leaders and collaborate with optimistic and ambitious individuals such as builders, entrepreneurs, artists, educators, technologists, students, authors, and scientists who are aligned with ideas of freedom and innovation. 3. You want access to benefits, including event discounts, exclusive content, a network of services, and potentially co-working spaces, housing, physical infrastructure, and access to special jurisdictions to build startups on the frontier. 4. You envision a future where you live in a modern and digital city, with free access to smart regulations and cutting-edge technology such as life extension, cryptocurrency, and AI. A future where you are not hindered by restrictive laws that impede progress or entrepreneurship. To become a member of Ipê City, you must complete an application. That's why we are gradually seeking people who resonate with our journey and want to learn, work, innovate, and collaborate in this endeavor of building a society that values technological innovation and human progress. # Community Guidelines The following are our rules and guidelines on how to behave within our online and offline channels. ### ON CONTENT 1. Prioritize high-quality content related to **startup societies, freedom,** and underlying **digital innovations**. 2. We strongly encourage **self-authored articles** with authentic and aligned ideas around TNS’s topics. 3. Clickbait, topics around political parties, violence, and cultural war are **forbidden**. 4. Choose content from specialized channels and individuals. **Avoid Mainstream Media**. 5. Always **add a short comment or insight** to the link to help other members have context about the topic. 6. Content that violates our core values is strictly prohibited and will be moderated. ### ON CONDUCT AND BEHAVIOR 1. Personal attacks will not be tolerated and may result in either temporary or permanent suspension, at the discretion of the core team. 2. We welcome and encourage debates and counter-arguments that align with our core values. 3. Always be kind and respectful, even when disagreeing with other members. 4. We are really **committed to PULSEs** and will avoid missing them at all costs. # What is PULSE? *A network state is a highly aligned online community with a **capacity for collective action** that crowdfunds territory around the world and eventually gains diplomatic recognition from pre-existing states* Balaji Srinivasan, ["The Network State"](https://thenetworkstate.com/the-network-state-in-one-sentence). Chapter 1, pg. 2 Joining a startup society is a larger commitment than, say, joining a WhatsApp group. One of the key differences is regarding **collective action**, which we call **Pulse** around here. One of the resulting benefits is, assuming you're morally aligned with the [values](/ipe-city/values), you're always building towards something you really care about and want to exist in the world. **PULSEs** are recurring coordinated actions that the whole startup society performs simultaneously, within a timeframe. It could be as simple as liking a tweet or signing a petition defending a common interest. As we grow along with our capacity for execution, these tasks will evolve and have varying degrees of complexity. This is something you already do but don't yet think of it in those terms. If you've filed your tax reports, enjoyed the weekend, or rolled your watch back 1 hour for daylight savings time, you have performed a collective action. This is not new, everyone does it, and not doing it can be taken very seriously. For instance, *you can get arrested if you fail to pay your taxes.* This is particularly important for Startup Societies, which is no wonder it appears within the[ first pages of the book](https://thenetworkstate.com/the-network-state-in-one-sentence). We start out in the cloud, and after growing the community in both membership and execution capacity, we can then influence the physical world—whether by crowdfunding territory, passing pro-tech laws, or many other means. **Let's be clear - if there is no Pulse (collective action), there is no startup society. Simple as that.** As detailed in the following section, these will consist of very simple tasks which will take only a few minutes per week. However, we expect an adherence of 100%. Failing to deliver will permanently be on the member's record, will count against the member in the future, and in some extreme cases may lead to membership being revoked. In many ways, startup societies are like living organisms, composed of individual entities contributing to a larger goal. Like anything alive, it needs resources to survive. If you have a pulse, you're alive. The pulse radiates from the core (your heart) outwards, bringing life to all parts of the organism. When thinking about an organization, it's also important to keep everyone in sync and with their eyes on the ball. In bands, usually, the drummer wears an earpiece with a pulse that dictates the tempo of the song everyone is playing. Now moving away from the metaphorical, we believe the Pulse will accomplish all these things: nurture the organization, bring everyone together and keep us in sync, build towards the same direction, and make the collective work tangible and comparable with other startup societies. Also, as cool as the concept is, the name "collective action" is a little dull! We prefer Pulse 😉 ## Future With such a central role, we expect the scope and function of the Pulse to evolve over time. It can very well progress towards becoming a decentralized protocol and open standard to be used for any startup society. The generated data would be accessible to all via dashboards, which monitor how healthy the organization is. It could be composed of many modules, one of which will be related to the collective aspect. But it could have a census, engagement metrics, token metrics, and so on. One vision, which is a low but solid building ground,[ was the one presented in the book](https://thenetworkstate.com/the-network-state-in-one-image). Cool, right? We're just getting started. # How does it work? Pulses are a fundamental building block for startup societies and the future of governance. They replace the low-bandwidth, 4-year voting process with a more fluid mechanism of coordination. ### But, how exactly will this work? * Pulses will occur twice a month, on the 2nd and 16th days. * We will unveil Pulses in the **Pulse channel** of our Discord. * Each Pulse will be carried out in a **24-hour window**. Which means you'll have one day to execute the proposed task. * The initial tasks will involve liking and sharing a post on Twitter (X). The objective is to leverage the power of our expanding community to enhance distribution and reach. * You have the opportunity to **submit your own content** (aligned with our values and goals) for a Pulse in the **Pulse channel**. The community will vote to approve and prioritize them. * Pulses provide a great opportunity for members who want to grow their social media presence and reach a larger audience for their blog or website. * In order to submit a Pulse proposal, **you must have participated in all of the last 10 Pulses**. These tasks and formats will evolve over time in complexity, as we aim higher. We might eventually introduce different layers of Pulses - so different types of tasks, with different levels of obligation. That said we will always have a basic Pulse, which we expect everyone to contribute to that takes only a few minutes. Every single Pulse will be in strict alignment with our mission. We might eventually want to reward the exceptional work of one of the members by promoting something they did via Pulse. This would mean that basically, all members would help in distributing. Example: *Imagine a member made a great movie with AI about a gripping futuristic drama, while the backdrop was a world fully living in network states, which ended up being partly the solution to the drama.* *Or a member who launched a tech startup whose goal is creating a better child educational platform.* The idea is not only to Live and Let Live but to [Win and Help Win](https://winandhelpwin.com/).
